ആരോഗ്യമേഖലയിൽ വലിയ മാറ്റങ്ങൾക്ക് തുടക്കം കുറിച്ച കേന്ദ്ര സർക്കാർ
 പദ്ധതിയാണ് അയുഷ്മാൻ ഭാരത് യോജന. ദേശീയ ആരോഗ്യ സുരക്ഷയും
 വെൽനെസ്സ് കേന്ദ്രങ്ങളും ഏകോപിച്ചു നടപ്പാക്കുന്ന പദ്ധതിയാണിതു്.
 അമ്പത് കോടി   പാവപ്പെട്ട ബി.പി.എൽ കുടുംബങ്ങൾക് 5 ലക്ഷം രൂപ വരെ സൗജന്യ
 ചികിത്സാ സൗകര്യം ലഭിക്കും. എംപാനൽ ചെയ്യപ്പെട്ട സ്വകാര്യ
ആശുപത്രികളിൽ നിന്നും സർകാർ ആശുപത്രികളിൽ നിന്നും രോഗികൾക്ക്
 ചികിത്സ നേടാം.കൂടാതെ ഒന്നര ലക്ഷം വെൽനസ് സെൻററുകൾക്കായി
1200 കോടിരൂപ ചെലവഴിക്കും.നിലവിലുള്ള പബ്ലിക് ഹെൽത്ത് സെൻററുകൾ
 വെൽനസ് സെൻററുകളാക്കി മാറ്റും. സ്ത്രീകൾക്കും കുഞ്ഞുങ്ങൾക്കും
 വൃദ്ധജനങ്ങൾക്കും ഇവിടെ പ്രത്യേക പരിഗണന ലഭിക്കുന്നതാണ്.

രാജ്യത്തെ നിലവിലുള്ള രാഷ്ട്രീയ സ്വാസ്ഥ്യ ഭീമാ യോജന (RSBY),
 സി.ജി.എച്ച്.എസ്സ്, ഇ.എസ്സ്.ഐ, സീനിയർ സിറ്റിസൺ ഹെൽത് ഇൻഷൂറൻസ്
 എന്നീ പദ്ധതികളെ ഇതിൽ ഉൾപ്പെടുത്താനാണ് ഉദ്ദേശിക്കുന്നത്
.ഇതിനകം ഒരു ലക്ഷത്തിൽ കുടുതൽ ആളുകൾ ഈ പദ്ധതി
 പ്രയോജനപ്പെട്ടുത്തിയിട്ടുണ്ടു്. 2018ൽ തന്നെ 8,25,000 ഇ-കാർഡുകൾ
 അംഗങ്ങളായവർക് നൽകി കഴിഞ്ഞു. 

ഇ.എസ്സ്.ഐ പദ്ധതി 1952ൽ തൊഴിലാളികൾക് വേണ്ടി തുടങ്ങിയ
 വ്യത്യസ്ഥമായ പദ്ധതിയാണ്. തൊഴിലാളിയും തൊഴിലുടമയും ചേർന്ന്
 വിഹിതം അടക്കുന്നു. ഈയിടെ കേന്ദ്ര സർകാർ  ഇ.എസ്സ്.ഐ പ്രതിമാസ
വിഹിതം 6.5 ശതമാനത്തിൽ നിന്ന് 4 ശതമാനമായി വെട്ടിക്കുറച്ചത്
 തൊഴിലുടമകൾക് കോടികളുടെ ലാഭം ഉണ്ടാക്കുന്നതിനാണെന്ന്
ആക്ഷേപമുണ്ടു്.

രാജീവ് ഗാന്ധി ശ്രമിക് കല്യാൺ യോജന

(RGSKY)

ഏപ്രിൽ 2005 ൽ നടപ്പാക്കിയ ഇ.എസ്സ്.ഐ പദ്ധതിയാണിത്. രണ്ടു വർഷത്തിൽ
 കൂടുതൽ കാലം ഇൻഷ്യൂർ ചെയ്ത തൊഴിലാളികൾക് ഫാക്ടറി
 അടച്ചു പൂട്ടുകയോ, റിട്രൻജ്മെൻറ്, സ്ഥിരമായി തൊഴിൽ ചെയ്യാൻ
 കഴിയാതെ ഇൻവാലിഡ് ആവുകയോ ചെയ്താൽ നിശ്ചിത വേതനം
 മാസം തോറും രണ്ടു് വർഷത്തേക്ക് നൽകുന്ന പദ്ധതിയാണിത്.ഈ കാലത്ത്
 മെഡിക്കൽ പരിരക്ഷയും മറ്റൊരു തൊഴിലിനായി സ്കിൽ 

അപ്ഗ്രേഡിനായി പരിശീലനവും ലഭിക്കും. 2016ൽ പരിഷ്കരിച്ച
 ഈ പദ്ധതി നിരവധി കുടുംബങ്ങൾ പ്രയോജനപ്പെടുത്തി.2007-18 ൽ
591 തൊഴിലാളികൾക്ക് 4.26 കോടി രൂപ തൊഴിലില്ലായ്മ വേതനമായി നൽകി. 

3.43 കോടി കുടുംബങ്ങൾക് മെഡിക്കൽ സേവനളും ലഭിച്ചിട്ടുണ്ട്
.മെഡിക്കൽ, മെറേറ്റർണിറ്റി, സിക്നസ് ,ഡിസേബിൾ, ഫൂണറൽ
 എന്നീ ബെനിഫിററുകൾ  ആകർഷകമായ പദ്ധതികളാണ്
. 23,480 കോടി രൂപ ഇ .എസ്സ്.ഐ.സിക്ക് വരുമാനമായി ലഭിച്ചു
. ഇതിൽ 20,077 കോടി ഇ.എസ്സ്.ഐ വിഹിതമായി ലഭിച്ചതാണ്
. 7513 കോടി രൂപയുടെ വിവിധ ആനുകൂല്യങ്ങളായി തൊഴിലാളികൾക്ക്
 നല്കിയിട്ടുണ്ടു്. അതു കൊണ്ടാണ് ഇ.എസ്സ്.ഐ പദ്ധതികൾ വളരെ
 തൊഴിലാളി സൗഹൃദമായി മാറിയത്.മറ്റൊരു പദ്ധതിയും
 ഇതിന് പകരമാവുകയില്ല.

ചിസ്

(CHIS)

കേന്ദ്ര പദ്ധതിയായ RSBY വഴി ബി.പി.എൽ കുടുംബങ്ങൾക്ക് നൽകി വരുന്ന
 ഇൻഷൂറൻസ് പരിരക്ഷ മററ് പാവപ്പെട്ട കുടുംബങ്ങൾക്ക് കൂടി നൽകുന്ന
 കേരള സർക്കാർ പദ്ധതിയാണ് ചിസ്. ബി.പി.എൽ കടുബങ്ങൾക്
30 രൂപ അംഗത്വ ഫീസായി ഒറ്റ പ്രാവശ്യവും മററുള്ളവർക്
 പ്രീമിയവും അടക്കണം. മുപ്പതിനായിരം രൂപ പരിധിയിൽ
ചികിത്സാ ചിലവുകൾ നൽകുന്ന പദ്ധതി നിരവധി പാവപ്പെട്ട
 കുടുംബങ്ങൾക്, 

സഹായകരമാണ്. സീനിയർ സിറ്റിസൺകാർക്കും പദ്ധതിയിൽ
 ചികിത്സ ലഭിക്കും. ഹോസ്പിറ്റൽ മാനേജ്മെൻറ് കമ്മറ്റികൾ
 കാര്യക്ഷമമായി പ്രവർത്തിക്കുന്നതിനാൽ സർകാർ ആശുപത്രികൾ
 രോഗികൾക് മെച്ചപ്പെട്ട സേവനങ്ങൾ നൽകുന്നു. 

ഇ.എസ്സ്.ഐ ആശുപത്രികളിൽ  നിരവധി പോരായ്മകൾ കാണാം
.പക്ഷെ പദ്ധതി വളരെ വേറിട്ടു നിൽക്കുന്നു.

LEADERS INVITED FOR SWEARING CEREMONY

BHIMSTEC Leaders invited for Prime Minister Narendra Modi`s swearing ceremony to be held on Thursday 

.Apart from India, Bangladesh, Nepal , Bhutan, Sri Lanka, Thailand, and Myanmar,the  members of BIMSTEC,

are attending. It is the group of countries called the Bay of Bengal Initiative for Multi Sectoral Technical and

 Economic Cooperation, BIMSTEC has been a proprity for the Prime Minister  Modi as the South Asian

 Association for Regional Cooperation  (SAARC) has made a little progress due to Pakistans negative apporach.     

           Narendra Modi had organised an informal Bimstec meet in Goa during Octobe 2016. Since 2017

 National Security advisors of Bimstec have been meeting regularly to combat transnational crimes and terror

 in the region . Bimstec Motor Vehicle Agreement is an ambitious plan towards connectivity in South and

 South East Asia.

          There are 14 sectors of regional economic and technical co operation among the member State 

the coastal of Bay of Bengal.The Sectors include Trade and Investments, Travel and Communication, Tourism

Health, Fisheries, Agriculture.

          എം.എസ്സ്.ഗിൽ കേസ്സിൽ വിൻസ്റ്റൺ ചർച്ചിലിനേയും അദ്ദേഹം ഓർമിച്ചു

           
"The concept of democracy as visualised by the Constitution presupposes the representation of the people in Parliament and state legislatures by the method of election. And, before an election machinery can be brought into operation, there are three requisites which require to be attended to, namely, (1) there should be a set of laws and rules making provisions with respect to all matters relating to, or in connection with, elections, and it should be decided as to how these laws and rules are to be made; (2). there should be an executive charged with the duty of securing the due conduct of elections; and (3) there should be a judicial tribunal to deal with disputes arising out of or in connection with elections. Articles 327 and 328 deal with the first of these requisites, article 324 with the second and article 329 with the third requisite (see N. P. Ponnuswami v. Returning Officer, Nanmakkal Constituency & Ors. 1952 SCR 218, 229). Article 329 (b) envisages the challenge to an election by a petition to be presented to such authority as the Parliament may, by law, prescribe

ETHICS IN MEDIA

 The Ancient Legal and Religious texts specifically mentioned "Dharma" as duty or regulations to be
followed for Social harmony and happiness.It is the key concept with multiple meanings which signifies the duties, rights, laws, conduct and the right way of living in the Society.  In the modern
world, it is the ethics to be followed in consonant with the most modern democratic document, that is
the Constitution of the Country. Therefore, in a democratic society , ethics are to be followed especially by the Journalists who safeguard the Citizens from the threats and aberrations of the Authorities.  Journalists were highly criticised on the ground of lack of commitment and responsibility.
            Since 1920, many professional bodies of Journalists all over the Countries tried to formulate guidelines and enforced Code of Ethics of objectivity, impartiality, truthfulness and freedom of
information. Mac Bridge Report and Hutchins Committee formulated guidelines.  In India, many attempts were made by the Press Councils and All India Editors Conference, but it was not approved by the Press as well as Government.  However a consensus was reached among the eminent personalities in this noble profession that the Press should be trusted to regulate itself , and where it invades Privacy, distorts facts or propagate  Communalism ,fanaticism, the Press Council of India has powers to  stand against the offenders. But the Press Council has been seen as a Paper Tiger all
these years. However the revised and updated Journalists Ethics were issued in 1995 by the Press Council of India and were considered to be the Golden Rule in Ethics of Mass Media in India.

ANWAR BIN IBRAHIM : MALAYSIA'S PRIME MINISTER IN WAITING

Mr. Anwar Bin Ibrahim was elected back to Parliament 20 years  after being imprisoned on charges of homosexuality and sodomy by Mahathir Mohammed in 1998.

Mr. Ibrahim, who was acquitted in the case and later received full royal pardon, partnered with Mr.  Mohathir Mohammed in elections and came to power in May 2018. He has been named as the successor to Mr.Mohathir Mohammed , who will step down before May 2020. 

 Mr.Ibrahim says that the ties with India is well below potential and should be strengthened.

Anwar Bin Ibrahim has visited China and reiterated the relations with China and favoured investments also. But the Chinese Infrastructure Projects under BELT AND ROAD INITIATIVES

(BRI) was cancelled as it was not viable for Malaysia. He was in New Delhi on a friendly visit recently.

വീണ്ടും പരിഗണിക്കുന്നു 

വർഷങ്ങളായി  ജനങ്ങളുടെ സ്വപ്നമായി അവശേഷിച്ച തലശ്ശേരി -മൈസൂർ റെയിൽവേ  ലൈൻ വീണ്ടും പരിഗണിക്കാൻ പോകുന്നു. ഏറ്റവും എളുപ്പത്തിൽ  മൈസൂരിൽ എത്തിപ്പെടാൻ കഴിയുന്ന  നിർദിഷ്ട റെയിൽവേ ലൈൻ ബ്രിട്ടീഷ്ഭരണ കാലത്തിൽ  തന്നെ പരിഗണിക്കപ്പെട്ടിരുന്നു. 207  കി. മി ദൂരമുള്ള   പാത  കർണാടകയിലെ  പരിസ്ഥിതിലോല പ്രദേശമായ ബന്ദിപ്പൂർ നഗർഹോള ദേശീയ ഉദ്യാനത്തിനരികിലൂടെ കടന്നുപോകുന്നത്  വലിയ പ്രതിഷേധത്തിന് ഇടയാക്കിയിരുന്നു .  കർണാടക  സർക്കാർ  പുതിയ റെയിൽവേ ലൈൻ നിർമാണത്തിന് അനുകൂല നിലപാട്  സ്വീകരിക്കാത്തതിനാലാണ് കഴിഞ്ഞ വര്ഷം വീണ്ടും തുടങ്ങിയ പുതിയ  പാതാ  സംരംഭം  നിലച്ചു പോയത്. കേരള റെയിൽ ഡെവലൊപ്മെന്റ് കോർപറേഷൻ    ലിമിറ്റഡ്   എന്ന സ്ഥാപനം     കേരള സർക്കാരും  കേന്ദ്ര  സർക്കാരും സഹകരിച്ചു കൊണ്ട് നടത്തിയ സർവ്വേ പ്രവർത്തനങ്ങളും തുടർ നടപടികളും  കർണാടക സർക്കാരിന്റെ  നിസ്സഹകരണം കാരണം   മുടങ്ങി കിടക്കുകയായിരുന്നു.  എന്നാൽ  11 .5  കി . മി . ദൈർഘ്യമുള്ള  ടൺൽ  നിർമിച്ചുകൊണ്ടു ബന്ദിപ്പൂർ നാഗര്ഹോള്ള വന മേഖല തീർത്തും സംരക്ഷിച്ചുകൊണ്ട് പുതിയ റെയിൽവേ ലൈൻ നിർമാണവുമായി സഹകരിക്കാമെന്ന  കർണാടക  സർക്കാർ   നിർദേശം സ്വാഗതാർഹമാണ്. ഇത്  ഉത്തര കേരളത്തിലെയും കർണാടകയുടെ  കൂർഗിലും വികസനത്തിന്  പുതിയ ദിശാബോധം  നൽകും.
